为维护正常供电秩序，营造迎峰度夏和谐氛围，河南省电力公司决定从7月15日至10月31日期间，组织开展代号为“夏季飓风行动”的打击窃电专项行动。
本次专项行动中，河南公司将按照“打击稳、准、狠”和“整治100%”的要求，专项整治窃电高发行业、高损线路和台区，严厉打击高科技窃电及制售窃电器材等行为，排查治理存在窃电隐患的电能计量装置、配电设施，掌握防范高科技窃电的有效手段和方法，建立健全反窃电长效机制，全面提升防窃电能力。同时，利用公司自有媒体和社会资源，广泛开展宣传，加强对侦破案件后续跟踪报道，积极营造打击窃电、依法用电的良好社会氛围。
据了解，反窃电专项行动将分动员准备、重点排查与集中整治、消缺巩固和总结四个阶段进行。在7月10日至7月15日的动员准备阶段，各供电公司要按照河南公司要求，制定周密细致的专项行动方案，建立政企协调、警电联动、共同打击窃电行为的机制，配备完善的仪器设备，确保现场检查和人身安全。在7月16日至10月15日的重点排查与集中整治阶段，各公司要总结本地区窃电的规律和特点，确定排查窃电的重点，普查存在窃电隐患的电能计量装置及相关用户，排查制造、销售窃电装置和工器具的生产厂家及其销售商，建立相关台账，实现统一编号、闭环管理。在10月16日至10月25日的消缺巩固阶段，各公司要迅速破案打击窃电，建立地区间办案协作和信息共享机制，完善电能计量装置。在10月26日至10月31日的总结阶段，各公司要深化反窃电活动成果应用，加强督导检查，建立在处理窃电案件过程中职工说情的处理制度。
在专项行动开展中，河南公司要求各供电公司加强领导，精心组织，确保反窃电工作取得实效;警电联查，加强宣传，营造反窃电活动强大声势;认真总结，完善机制，不断提高反窃电工作水平;加强协调，畅通渠道，积极扩大反窃电工作战果。
